Oct 11, 1939

Fearing war between Russia and Finland, Roosevelt appealed to Soviet President Mikhail I. Kalinin for restraint on Moscow's part and to "make no demands on Finland which are inconsistent with the maintenance and development of amicable and peaceful relations between the two countries, and the independence of each."
